Moving the vertical from over "average" ground to over salt water
increases its gain by about 3.4 dB and the angle of maximum radiation is
lowered by about 15 degrees.  This is because there is much less low
angle  "suckout" of the signal over salt water due to the much higher far
field ground conductivity.
