Hi Howard,

One could simply cut a slot at the top end of the pvc
pipe and then  drill a small hole completely through
the pipe at a 90 degree angle to the slot,  just large
enough to accept a short piece of wire, etc to hold the
ladder line in place.

If one has access to a table saw, making the slots
can be a "safe" and easy task.

If the poles are to be forcefully driven into the earth I would
suggest slipping a metal pipe cap over the end before
driving then in.

I would install an odd number of poles, string the
ladder line first without twisting, tension it,
then go back to every other pole and twist the line.
