It's been my experience that successive pulses generated by electric fence
"fencers" are not of equal amplitude.
Consequently, one listening to fence emissions will sense QSB-like varying
signal strengths over time. At least
that's what my systems (from a Southern States distributer) do.

I suspect that the fence system Bruce is hearing is located fairly close to
his QTH.
