That is OK as general advice for general topband DXing. But I am not sure it
applies in the case of a difficult location. For example, I doubt if time of
year or time of cycle matters much on the Rodrigues/Europe path, or even
Rodrigues/JA for that matter (a few transequatorial hops, mostly over
water). But I would be surprised to find that true at near-antipodal
distances through the polar zone, such as Rodrigues/West Coast.

Many years ago W8LRL gave a presentation at a PVRC meeting about 160m
DXing. He had a histogram showing the number of NEW
countries he worked in each calendar month over the years. The histogram
was pretty flat across the 12 months.
Wally's message was that DX shows up all the time on 160m, not just in
the winter months. So turn on the radio, listen around,
and call CQ. Don't worry about the calendar date.
And, by extension, don't worry about the solar cycle. While the mix and
volumes may vary, it seems to me that there is almost
always something of interest.
