I agree!

Loss is not equally proportioned between conductor and
dielectric losses. The line is also very short with
virtually infinite SWR.

You have to know the voltages, currents, dielectric loss
properties, and conductor resistances at the operating
frequency as well as how the current and voltage vary along
the length of the line.
