The rules are clear, no cluster.
A lot of people take the opportunity to work new dxcc on 160m, as there 
is more activity then normal.
They are not interested in the contest rules, just want the new country. 
Most likely they will not send in a log either.
A quick check through last nights spots revealed some self-spotting and 
also some active contest stations spotting dx.
