Thanks to everyone who responded.  In the meantime, I had left a phone 
message with the engineer for the local Clear Channel office, who turns 
out to be a ham, and he confirmed this morning that power-down is 
controlled by a PC based on the table of average sunrise-sunset times 
for this location.  That saves them having to determine exactly when 
sunrise and sunset occur, and requires changing only once a month.  The 
current time is 6:30 EDT, or 5:30 EST.  I had misread the table, and as 
someone said, their night power is indeed 6 watts.  Wonder if they 
really are doing that, because their signal here is still 40 over S9 at 
night.  Days, it buries the S-meter.
