Those two files are completely unrelated, even the duration is not the same.

The file http://www.sdrham.com/bin/cq_unfiltered.mp3
has a very weak signal on 650 Hz.

The file http://www.sdrham.com/bin/cq_filtered_by_Winrad.mp3
has a much stronger signal on 600 Hz.

A possible explanation is that the same station
has been recorded, but at different times.
