Yes, BUT -- the conductivity of ferrite cores varies a LOT from one mix to another. Some materials are excellent insulators (#61, #44), some are pretty good conductors (77, 78, 73, 75). Some are such good insulators that bare wires are used to wind coils through them. #31 is sort of in the middle -- VOM probes between parts of a #31 core will read in the high tens of KOhms.
