This statement is to say that, if the earth is used instead of radials, the longer/ or a number of rods is  better than one very short rod.

This is misleading at best. The voltage results from the current flowing in the BOG wire. The voltage can be produced without any earth connection, e.g. if lossless short symmetrical counterpose was used.
