I had a similar issue with my K9AY loop. It was very non directive, even with a short ground rod. I added four ground radials laid under the loops to the apex points where they met the ground anchors. That fixed the problem. I also added four of those cheap TV ground rods at each corner and tied the ends of the each radial to a rod.
