to bleed off static like builds up on verticals from wind or
precipitation try either a large inductor to ground across the
insulator, or a 1/4 wave shorted coax stub. the stub of course
has the advantage of also being a bandpass filter. a large
sparkgap like is used on broadcast towers only is really good
for lightning strikes.
