My reference, MILLWRIGHTS and MECHANICS GUIDE, says
to consult the bolt manufacturer. They give an ballpark  for 
structural steel bolts. A 3/4" ASTM A325 gets "in the area
of 300 ft. lbs." They  mention that these bolts are supplied
with a suitable nut and washer. They also mention that they
are a 'one use' item.

If you really want details.
Ask Rohn where they buy them and call the supplier.

Find a big fastener wholesaler and bring them a sample.
