Steel fence post driver works well. I have used it many times
in the past and we have clay and hard pan here to penetrate.

Caution
The pipe cap hasn't worked at all for me. The caps are cast
as I recall and shatter after whacking the rod a couple of times
and I suppose could be dangerous.
