Interesting idea...  How would you offset the mast so it would clear the
tower?  I suppose there are right angle clamps which could clamp the two
horizontal pipes between the conventional mast and the offset mast and
then maybe a diagonal brace for strength?  
I'm not sure this really gains you much.  You have to move the guys down
the tower for it.  If you just had a mast longer by the amount you have
to put down inside the tower, you could have it sticking out the top the
same amount, it would be centered over the tower and the guys could be
attached at the top of the tower...
