You mean like 25/45G? After putting several inches of gravel in the bottom
of the hole for drainage, set the bottom of the section on the gravel. I tie
some rope to each leg and the other end to a stake in the ground. I also
suspend a small line inside the tower with a wrench or big nut on the end for
a weight and use it for a plumb bob. Just sight down each leg and the plumb
line and tighten or loosen the lines as necessary. A bubble level works too.
Once you get a bunch of concrete in the hole, it'll hold the section. You
can push the section around a little after the concrete is in for final
alignment but not much.
For bigger tower bases (self-supporting, crank-ups, etc.) you'll probably
have the anchor bolts tied to the rebar. Use a base fixture or template to get
things vertical and/or level.
