ScotchCoat(tm) is okay =between= tape layers, but it is not UV resistant
and should not be left on the outside.  If you want a liquid coating on the
outside, use "Liquid Electrical Tape" which is available from most large
hardware stores.  It is a little thicker than ScotchCoat, but will take
years of being in the sun.
