Speaking as a lawyer (am am one) were I faced with the possibility of a
problem involving a tower erection, I'd hustle quickly and retain a local
attorney who would be familiar with municipal "peculiarities" and
procedures and who would be open to a continuing legal education program
(from ARRL) and then relax.
K7LXC's advice to place the problem on the Ham Law Reflector is sound.
