Bert,

I am going through the same thing right now. You are interpreting the drawing
correctly. My engineer has specified a lattice made up of the the L-shaped 
rebar as you described - 1/2" diameter (#4), with straight pieces of the same 
rebar going in the other direction. This creates a lattice covering the top and 
tower-side faces of the block. The squares formed by the rebar should be no 
larger
than 12". The rebar should be 3" inside the block [this is referred to as "3 
inches
of concrete cover"]. In order to support this structure in the hole, you may 
want
to make the two outer L-shaped rebar sections U-shaped instead. This will
permit the structure to stand erect during the concrete pour. Remember to use
pavers in the bottom of the hole to raise the rebar 3". Calculate your 
dimensions
carefully. The length of the short leg of the L will be 6 inches less than the 
depth of your block. This will allow 3 inches below and above.
