Hi Gerry,
If the bolts loosened, it could very well cause them to be
sheared off.
The bolts may be backed out if you use a bolt extractor (available
at automotive stores). You are required to drill a hole in the bolt center
for this tool. If you don't center the hole, you are likely to break the
extractor.
