That is correct. Sub panels are wired so that the neutral
and ground wires are seperate. The ground is bonded
to the sub panel box, but the neutral wires all float and
are insulated from the box as they pass through to the
loads.

The Surge protector  should go at your main entrance
panel to protect your entire house, including the sub panels.
