The "Standard Handbook For Electrical Engineers", Ed. Knowlton, McGraw
Hill has a table for pole setting depth with the comment"Experience has
proven that the following practice is conservative, as regards depth of
setting."

Pole size,ft. 30  35  40  45  50  55  60  70

Depth, ft.     5  5.5  6  6.5 6.5  7   7  7.5

The handbook also has interesting information on ultimate fiber stress
for several types of poles. 

Western cedar 5600 psi, Northern cedar 3600 psi 
Lodge pole pine 6600 psi, Other pine 7400 psi
