The RCS-4 should be totally quiet for receiving. I use similar 
switches here from time to time.

Do you have any amplifiers in line? Level limiters or receiver 
protectors? What types of cable are you using? Are you sure the 
cable and connectors are making good connections and totally dry 
inside? What switch position is the noise on?
