Such rules originate with the FAA, not the FCC.
Towers under 200' tall need not be painted, unless they are located near
the approach or departure path of an airport.
If your tower needs to be painted, it would likely need to be lighted as
well. Only FAA approved lighting will do (read expensive).

Plumb bob, protractor.
Mount the protractor to a ruler or small telescope. Attach the plumb bob
to the reference point of the protractor. Sight the tree, read off the
angle.
