Absolutely, Tom -- I live in a quiet country environment, with a
state-of-the-art receiver and directional antennas.  My signal-to-noise
ratio is a LOT higher than many of these disadvantaged stations we're
talking about.  Sooner or later even a kilowatt becomes inaudible.

I deliberately specified that the difference would be in HIS ability to
hear me, rather than vice versa, because I believe that ultimately, on the
bands we're talking about, ambient noise will be the limiting factor,
rather than the strength of the desired signal.
