Even a poor GPS will give you < +- 1DEG accuracy AND it will provide
magnetic headings as well as true headings.
I have a GPS that I bought in 1993 that works Vy FB. Remember, the
government SA has been discontinued, so all GPS units are very accurate now.

For better than 1° accuracy, a good compass, such as various
Brunton or Suunto models, is all you need. Under $100.00.
Transits do better at higher cost of course. If you have a few
grand to spare, look at theodolites.
