[TowerTalk] Verticals and Ground

I'm interested in constructing a 4 square array for 40m.  I'm wondering what
constitutes the "ground" for a vertical.  The reason I'm asking is that I
believe that you have to isolate the base of the vertical from "ground".
How is this practically done with a tall vertical?  Is placing the base of
the vertical in cement enough isolation from "ground"?  It seems a challenge
to maintain a 1/4 wavelength pipe in a vertical position without some sort
of physical support from the ground.
