Apply proper voltages to the correct wires and see if they turn.  My Yaesu
rotor controller was surged also and I checked the motor with another
controller I borrowed.  No I disconnect the box from the control cable and
the wall and use a Polyphaser arrester on the control cable at the base of
the tower.
