That (anchor radius = 80% of tower height) is the standard
Rohn recommendation.  Closer spacing is viable for shorter
towers and / or smaller antenna loads.  For a 130 ft 160M
vertical with NO top load, closer spacing 'may' be OK.
I would use 4 sets (levels) of guys.

I know of two 130 ft R25 towers that have been up in Michigan
for over 30 years with the anchors spaced 35 ft (and 5 sets of
guys).  Only wire antennas are supported by the towers 
except for a Telrex 3L20 on one of them for a few years.
