It just a zinc primer to stop corrosion of the rebar.  Thick rust on the
rebar defeats the purpose or rebar in that the surface then breaks away
easily.  If the rebar won't be outside rusting in the rain for a year before
you imbed it in concrete.... just forget the primer, and get on with the
pour.  You'd be better off just getting it into the concrete where it is
actually somewhat protected.
