Why not a metal tube on the end of the elements.
The tape slides inside forming capacitive coupling.
Remainder is two coils one in parallel with cap and an end load.
A bit of capacity hat to limit corona and it's a short 30/40.
Could add two ele for 30/40 to the 3 or 4 ele version of
the antenna. Gain would be on order of a rotatable dipole
but directivity and F?B would be better. Would only need a
few more feet of tape.

That would be true if you needed to fully retract the strip into the
housing.  If you were willing to let it stick out, you could use the
existing housing.  The resulting antenna might cover 40, 30 and 20 meters.
