Helmets are now required in Le Tour. They may only be discarded on an
uphill finish within 10 KM of the finish.
Pictures of Lance climbing towards such an uphill/mountain top finish
are popular, so hence the photos sans helmets.
Otherwise they are now a must due to several fatal crashes.
