I just looked over the calcs on the HDX-5106 and I
would estimate that it is not capable of 90 MPH
cranked up (extrapolating from 50 and 70 MPH numbers).
That is why IMHO they won't do the 90 MPH calcs.
You would have to delete the top section (making it
into an HDX-689) to have a chance at 90 MPH.  

Unfortunately, there is no provision in UBC for 
crank up towers that are lowered during high winds.
