Been there, done that.  Not a problem with awl and longer rivets.

However, this element IS driven, so it can be unbolted at the center
insulator.

Be careful if you remove rivets from the 40m element, though.  I don't
remember which sections, but part of the center portion is triple walled and
it's a PITA to re-align the three holes after-the-fact.
