It cannot be seen from the photo, but these rods are connected together
underground and the same buss that connects them also runs to the tower
ground rod system, the power mains ground rod and the teleco ground rod, all
underground.

You really need to bond those rods to the utility ground at the power line
entrance Keith. You should also have cable entrance ground.

Ground rods are pretty poor grounds, as far as ground quality goes. The real
goal is to get everything to come up together without potential difference.
