Should one understand that one can be FCC chairman without any technical
background states-side ?

It strikes me a more viable request would be that whomever is selected
as FCC Chairman, it would most beneficial to everyone if he had a
technical background and thus be better able to judge relative values of
each proposed system.

This would give him ad advantage in many ways and perhapps help protect
our hobby. Having someone in that office that does not understand
interfearance would render him less effective to all.
