Hi:

Instinctively, squirrels don't like to be on the ground in open
areas. If the tower is like an isolated tree in a meadow, they will prefer
to climb it. Especially, if what they want is available at a height, and
they have to spend some time to get it.

Usually if they want something, like birdseed out of a feeder, they will
eventually find a way to get it, even at great cost to themselves.

In my opinion, the best idea is to try to find some other kind of rope
they don't care for.
