Right...
Agreed that neither ground losses nor radiation resistance change due
to the folded antenna. What happens is simply that the driving point
impedance is transformed by the quarter wave section, to make the
feedpoint match a bit easier. If I'd thought a bit more, before asking,
I'd have seen that.
