[TowerTalk] Rohn TA55 "Proper Design Consideration"

In several documents from Rohn, and also Nello, there is a caveat in on the 
TA55 Torque Arm Assembly "This item is not to be used without proper design 
consideration."

Probably good words to live by, sort of like don't run with scissors, but a 
bit short on details.

Can anyone provide some insight into what specific design considerations 
apply to the TA55?
