The easiest solution would be to slide some rigid plastic tubing over
the elements.  You would have to find a way to secure it though and
allow it to rotate.  A rubber grommett on the end of the element may do
the trick.  The idea is that the weight of the bird would allow the tube
to rotate and the bird will either hang upside down, or more likely go
and perch else where.

For the boom, use some plastic spike, or if you wanted to take apart the
antenna, plastic tubing between the elements may work also.
