You will need lots of patience. I've been trying to get my city to change 
its blatently illegal height limit for almost 4 years. I've had ARRL 
directors, an ARRL volunteer counsel, and a ham lawyer involved and it still 
hasn't changed. There is a ray of hope these days (the city "says" it is 
going to change), but it has taken a loooong time to get to this point. It 
would be much easier and require much less patience to move!
