The old 'bluing' coating on rebar had a very short lifetime.
The new coating, green in color, is a much better coating.
But that will degrade also.
Just drive by a road construction stockpiling area some day.
You will see piles of rebar that was rejected for rust infiltration.
I can't remember the rejection limits anymore.
But what happened is the rough treatment from shipping and storing/moving chips
some of
the coating off, and then rust starts BIG TIME.
As for a tower section rusting at the bottom of a concrete base.
That thin metal has room to expand. Into the tube void, hence no pressure on
the
concrete.
Tower bolts sticking up to hold a base. Should always be rust proofed before
attaching the
base.
They should also be inspected twice a year, and cleaned/recoated as necessary.
