Should a shunt fed tower perform on receive as well as a refernce vertical (off 
center fed or base fed) of the same height as the tower?

Assuming radials are the same, Yes.

Depending on what you're working, assuming DX.  No

The vertical will hear all that vertically polarized manmade noise.  This is 
where most folks have different receiving antennas, especially for the low 
bands.  Beverages, K9AY loops, pennants, flags, dipoles.
