If the tower predates airport runway expansion, wouldn't the aiport have to convince local government authorities to condemn the tower by eminent domain, and pay the tower owners the full cost of relocating to a satisfactory location?

Has a ham tower ever fallen in this category? What happens if someone decides to build a private airport in the vicinity of your tower, that would put your tower within the airport's restricted zone?

What if the city decides to build a new municipal airport? What happens to the existing tall structures in the vicinity?
