While I agree with you on grounding to a water pipe (and main) and I acknowledge the fact that you are a licensed electrician, there is one thing that bothers me about your statement. Maybe the code is (currently) wrong but the fact that you have not mentioned something else bothers me.

You said: a second panel ground should run to the water main and terminate on the street side of the valve.

I don't see what good this will do when many of the waterlines, not only in the houses and out to the street but also under the street are PLASTIC. You might suggest that there is grounding thru the water, but I doubt that a high resistance ground that is incapable of carrying much current is of much benefit.

In my case, I have 1400 feet of plastic pipe out of the house to the water main. Then the water main (it runs from a distant town to my town, a distance of about 10 miles. I saw the pipe being installed so I know what it is) is a 12 inch plastic pipe.

Please enlighten me on the benefits of the code.
