This is very much like the "dolly" used for telephone/utility poles.

Almost certainly.

There are a bunch of rules about the width and length of the trailer
to get away with no lights (e.g. a cement mixer being towed behind a
truck). I doubt that any practical tower rig would fit in the no
lights category.
The utility pole dollies have lights at the back of the pole.
