Right you are. My original suggestion to "put it in writing" was not
something I would ever seriously consider, just a way of getting him
to see what he was asking the HOA to do: Assume all the downside risk
with no guarantee or benefits to the HOA at all. Why would they do
that?

If the HOA does eventually grant him permission, I would say he is a
very lucky fellow indeed. They have no obligation to do so at all and
he must be a very persuasive salesman! :-)
