Maybe his claim is too broad, since "anything else" might include
mono-banders.

However, if the claim is restricted to tri-band or multi-band antennas, it
is does not strain credulity as much as one may assume.

Just because an antenna has a pattern doesn't mean it has a lot of gain.
The losses in traps and linear loading multiply with the induced currents
from high mutual coupling to an astonishing degree.  

Induced currents forced through "parasitic" elements are necessary to
produce a pattern narrower than a dipole.  If the currents multiply, so do
the losses.  A SteppIR doesn't have trap losses or linear loading IR losses
that are multiplied by high circulating currents induced by pattern-shaping
mutual coupling.  

High loaded Q is the enemy in real-world antenna components and the SteppIR
design has minimum Q.

This is a ridiculous claim.  How can it be noticeably better than a 4el 10m 
yagi on a 16' boom or a 3 el 20m yagi (like a Hy-Gain 203BA) on a 16' boom?

unfortunately, that doesn't say much for the physics of the
situation.  3 el SteppIR is still noticeably (measurably) better
than anything else on a 16' boom, in a real A/B comparison.
Haven't owned a 4 el, so can't speak for that vs. 32' boom
options.  Suspect also true.
