Small rotor for that size beam.....no it's not.  It should be able to  handle 
it.  I used that rotor to turn the same size 20 meter beams...same  with my 
40 meter Yagis which were around 12 sq ft.
 
Perhaps the alignment of the mast with the rotor and/or thrust bearing  could 
be the problem.  I've never heard of your type of problem  before.
