Either but you can only update the firmware in it via the serial port.

If you plug the USB cable in your computer, go to the Device Manager
and see if an uninstalled device is reflected (either under the
question mark category or under the USB devices item). If it doesn't,
then you have three options:
1. the USB cable isn't proper or not fully inserted in either the
controller or the computer
2. the socket on the controller isn't working
3. the socket on the PC isn't working.

Try another usb port, or try another computer and see if you find
another computer can discover the rotor.

If you do see an uninstalled device, right-click it and try to install
the driver from the cdrom.
